In this paper that claimed to be from the Ministry of Foreign Affairs of Macedonia stay names of 23 citizens of Kosovo, from which three names are repeated twice. What creates the dilemma is the fact that this official letter advising the Kosovo Embassy of the identity of its nationals detained in a police action in Kumanovo, listed the names of persons who were later proved as dead.
